Can't create a new thread in certain topics

Which area of the board were you trying to post to? I'm pretty sure there's posting restrictions on a couple ends of the forum if it isn't open topic discussion.

I am pretty sure it is an open topic discussion, it is in the general forums http://forums.shiftersonline.com/viewforum.php?f=31

I can understand threads dying, but not being able to create a new one seems wierd
