Question about a character being registered.

I was looking at the rules for character generation about a character being registered if they are born, immigrated, have a job etc. in the city. Could a character become unregistered say if their identity was stolen?

Potentially yes. Much like a person can lose their citizenship in the US if their identity gets stolen and they have no proof they're who they say they are.

Also keep in mind this is somewhat futuristic. Identity theft would include things like hacking biometric data records, hospital records, etc. The thief would likely have to be pretty malicious and intentional to make it impossible to prove who you are.

Also, not being in the system limits a lot of what you can do, making life a series of massive workarounds. Watch Minority Report for some ideas of what that's like.

Yeah I've seen that movie and it is similar to what I have in mind.
